I lost access to a Word file which has a password protection (which I have) and some other protection - perhaps BitLocker

I keep certain personal info that I need to access often (like IDs. account #s, passwords) in a Word file which has a password. It sits on my PC + a backup copy. I recently had to install a fresh Win11 system. And I cannot open that file anymore and I do not even get a prompt to enter the password. I get this message: “You need permissions to perform this action. Obtain permissions from [very long string of numbers][ to make changes to this file”.I am afraid I used some other protection on this file – most likely BitLocker – which was long time ago and I forgot to bother about it when reinstal
