I just did a fresh install and Ctrl C is still not working with any keyboards

I cleared every program out and only have files on the PC that can't write anything. I have completely lost all of the work i've been doing just so I can get this thing working for the people who need to use it. After completely wiping this thing and reinstalling up to date... Ctrl C is still not working as a short cut. I've tested each keyboard and none of the keys are broken, dirty(two of them are straight up new) and all register properly.THE ONLY THING THAT STILL DOESN'T WORK IS CTRL C.This can't be possible at all but...Yeah... even after fully reinstalling windows and updating several ti
