I have used the Windows "Photo" tool extensively for editing...now it has changed

Apparently, just after a week of a Windows Update, my "Photo" editing tool that I used for trimming videos for the internet has changed, and not necessarily all positive. For instance it is now much harder (if not impossible) to get precise points on a timeline down to the second to add a trim point. Also the quality of the video is not as good as it once was as a finished product. The main positive now is that it utilizes more GPU power to make for quicker videos.Is this from a recent Windows Update or is it because I updated my GPU driver?Can I roll back to a previous Photo version?Thank yo
