I have to reinstall Windows 10 IoT Ent2019 LTSC with same license which was before without having installation media

I have a Dell PC which had Windows 10 IoT Ent2019 LTSC High End installed on it. This PC is part of the Thermo Fisher GCMS instrument and it comes along with the instrument with pre-installed and licensed Windows and instrument control software. The software controlling the instrument had some issues. And the final option for me was to reset the PC with fresh copy of windows. I tried to reset the PC but it gives the message that it cannot be reset and asking for Windows media which i did not have.
