I have paid for your upgraded storage but it still says my storage is full and I cannot send emails. How do I get to use my storage?

I have paid for a personal microsoft account which I did not want to do and I have also deleted all my old emails, my account says I have used 0 per cent storage of 1tb but my Outlook will not let me send emails. It says you are out of storage and will not be able to send emails for 15 days.You are out of storage, manage storage /get more storage. I have installed the new office software and cleaned the C drive. Please help.
