I have multiple Microsoft account/login questions I'm unsure if the selections are correct

I'm asking these because I keep getting random verification codes sent to my email(mostly people outside the US failing to login). And this recent one even though it sent a code it shows no recent security activity.Why does the two step verification send an email if it's set up to use a phone number?If you have two step verification set up is there a way to still require the password too or something?Different topic but what should I even select for an Microsoft account/login type of question?
