I have an issue with "Date & time" settings in Windows 11 (seconds display)

With the new feature of seconds on a tray clock, I ran into an issue where windows won't let you change the seconds setting to set up seconds counter to display accurate time (only allows change to date/hour+minute), according to time.is my clock is running almost 40s late, synchronisation doesn't work nor time zone changing/set time automatically. Both result in no change to the second counter being off by almost a minute.
