I have an Envy computer and windows 11 has messed everything up... and I cant fix it

I have an Envy computer, and downloaded windows 11,,,, because the pop up download ads were driving me batty. Anyway, Now I can't shut it down, I can't access anythigng in mu computer. Everything on the bottom makes the arrow spin and trhe whole thing reset, time anfter time after time. I hate windows 11 now, but I have no way of removing it, being as I cannot access My computer or any of the menu options to change my computer. How do I fix this?
