I have a weird screen tearing issue that happens when ever I scroll load up a window and etc. I want to know how to fix this?

I get some weird screen tearing and all I want is for this issue to be solved. I've tried all the recommended fixes. Nothing.Tried updating driversTried making sure everything is plugged in correctly.The only thing I haven't really tried is factory resetting the computer, but I would really like to avoid that. Also this computer is quite new and has had this issue since I started using it.
