I have a problem regarding safe mode command prompt & getting windows normal.

I have a windows 7 (Meccer), yesterday I was trying to get my sd card fixed, format didn't work so I went online find what I can do they said try cmd command, it didn't work. I tried another method by using Computer management, when tried opening it, there was an error message "snap in key error" then I used Regedit to try & delete the error key, it couldn't be deleted even when I went to permission in properties. I saw a description on the internet saying use safe mode it help resolve problem, it also didn't work. Restarted windows normally to find out my internet connection is not workin
