I have a C drive and a D drive, the D drive is WAY more slow in term os of download and preformance, is there a way to fix it?

I have two drives that came with my pc, but the D drive has horrible preformance, for something that the C drive had downloaded in 10 minutes, the D drive is taking half an hour, and something that the C drive downloaded in 1 hours, the D drive took a whole day, can i fix or better the preformance of the D drive?
