I have 16GB of DDR3 RAM why does the PC only EVER use a tiny fraction of that?

I have 16 GB of DDR3 RAM and I have the Virtual Memory menu set to automatically manage the paging file size for all of my drives, however every time I go in there to check it is always using the same amount.It says the Total paging file size for all drives is:Minimum allowed: 16 MB Recommended: 1,300 MB Currently allocated: 6,375 MBWhy is it always only using this much? I mean I know that with what I use my computer for it rarely gets above 12GB but why is it using such a small amount (and the exact amount every time it seems like).
