i got this Error code: 3, 15, 1067. maybe because i deleted a profile that i used for 2 years. i never use my admin profile for long time.

i got this Error code: 3, 15, 1067. maybe because i deleted a profile that i used for 2 years. I never used my admin profile for long time and suddenly decide to delete the profile 1 created. And this happens. I can't open the windows icon, i can't open settings nor internet connection. and some other programs.
