I got a new desktop computer, and the Mobile hotspot that I have set up no longer works well. What do I change?

I had a Desktop (windows 10) that I used to hotspot for my phone. It worked great. Today I got a new desktop, and the hotspot doesn't connect. It shows up, but it's like one bar. Nothing changed, it's still hardwired to ethernet, and no phones have changed settings.
