I got 4 beeps on my hp desktop and suspect the motherboard is bad. Currently computer will not boot up. Currently running windows 10. I would like to

After having four beeps on my computer, I did the research and replaced the power supply and added, and reset the ram. The computer fails to boot. I would like to know if it is feasible to upgrade/change the motherboard to accept windows 11 and what equipment (cpu etc) would be needed to continue to use this Desktop.
