i get the blue screen with 0xc0000098 error

i tried to fix it by going to advanced options > command prompt > and used wbootrec /fixmbrbootrec /fixbootbootrec /scanosbootrec /rebuildbcd but when i used bootrec /fixboot it said access denied what do i do?
