I formatted my pc and I can't login to my account

I formatted my pc, after I formatted it I tried to login to my account but it said "the user profile service service failed the sign in. User profile cannot be loaded".So I looked around the internet and tried different things:- booting it into safe mode.- creating a new a new account(By going to the cmd and typing:"net user /add username password" (username and password were replaced ofc).but it said "the user was successfully created but could not be added to the USERS local group.More help is available by typing NET HELPMSG 3774".i typed "NET HELPMSG 3774" but it just repeated "the user was
