I formatted my operating system and now I can't start it.

Lately when I was turning my computer on it would be really slow at starting and all of my windows files would not load so I couldn't go on the internet etc. So I tried to fix whatever I could I tried all I tried to command prompt that landed me on to formatting a drive where I supposedly was going to reinstall my windows but instead that formatting erase my whole operating system and now I get the following message when I turn the computer on.
