I did windows installation on a new C drive and all files that where on D and E drives are gone. Drives are showing 100% empty.

I did windows installation on a new C drive and all files that where on D and E drives are gone. Drives are showing 100% empty. How could C drive installation delete all other drives? I tried every type of drive recovery app but no files recovered.
