I can't use third party applications

I had the error 0x8096002a while trying to extract a game. I looked for a solution, and people told me to use a third-party application like 7zip. However, after trying to download 3 different applications, the system said that Windows couldn't access all three times and that the application name might be wrong. How do I fix this?
