I can't upgrade to Windows 11 Pro

On my previous laptop, I was able to upgrade from Windows 11 Home to Windows 11 Pro without any issues from the Microsoft Store, but on my new laptop it won't let me, it says I have to pay, and I have a Windows 11 Pro license in my Microsoft account.
