I can't turn off automatic brightness

Hi, I have a DELL Latitude 3540 with Windows 11 22H2. I have this common issue where W11 automatically adjust the screen brightness and contrast based on content that’s displayed.I've searched the microsoft docs and forums to resolve this, but nothing works. Content adaptive brightness control in Windows - Microsoft Support The "Help improve battery by optimizing the content shown and brightness" drop-down is nowhere to be found :
