I cant reset my pc because of a virus and most services are stopped like gpsvc and cant open it

Every time i try to reset my pc it just says "there was a problem with resetting..." so i tried just like everyone told to reinstall windows again via a usb, it didn't work, and the virus really affected my pc like i cant download stuff anymore, and i tried every single way i could think to reset it, so if anyone has an idea of resetting/repairing the pc please tell.
