i cant reset my laptop. i really need help. cmd prompt wont even let me factory reset it.

i cant factory reset my laptop. cant even use administrative options or use troubleshooters to fix it. when i click on "reset" it does nothing. i cant even sign into Microsoft to record what im having problems with. someone please give me an answer to fix this.
