I can’t reset my desktop

[Windows Server]

My pc went into a loop of loading into the blue screen where is says your device didn’t load correctly I can’t get into the desktop mode I tried restoring and resetting but it says couldn’t reset and when i restore it says virus protection need to be enabled I’m not sure what else to do
