I cant open Windows Security and cant open start menu & search

I've been experiencing this issue for a while. I remember it started when I randomly changed the permission settings on my C drive. I've tried to change it back but that didn't fix the issue. I'm using Windows 10 pro Here is the video: The issue.mp4 you.
