i cant open virus and threat protection because it says my it has limited access

ive tried everything. when i go to my accounts and go to Email And Accounts its stuck on loading. i went to my group policy editor and forced virus and threat protection to show. i copy and pasted the commands in cmd as administrator. and nothig is working
