I can't open my videos and pictures, The error is ''You don't have permission to open this file''.

I had some video files and pictures in my previous windows and encrypted them, then I changed the window and forgot to decrypt them, now I can't open those and the error says ''You don't have permission to open this file''. I am running the same user which was in my previous windows so I tried all the permission options available but the files aren't opening and they have lock signs on the video icon.
