I can't get Phone link on my PC windows10 to download.

I can't get the Phone link on my PC Windows 10 to download. The toggle that says turn on phone link and the tab that says open phone link is gray (unavailable). The message says "Downloading" but days later it still won't download. I've tried restarting my PC but it still won't download. Help, please.
