I can't get my earbuds to connect to my laptop, how can I do this?

I have a pair of wireless earbuds, I had connected them to my laptop and my phone using dual connections (they are liberty 4 NC so using the soundcore app I can connect both my laptop and phone at the same time). I gave my earbuds to a friend to borrow, and the earbuds were reset to allow connection to my friends iphone and then reset so I can connect them back. My laptop is trying to connect to the headphones like it did before the resets. It says connected but my earbuds are not connecting which I can see through the app. I have tried to forget the device from my laptop but it is not working
