I can't factory reset my pc

Fresh start not reseting and taking me to website, reset pc button not working, for some reason it's not letting my laptop factory reset, I have tried the fresh start, takes me to website but no action on fresh starting, went on recovery to reset my pc, clicked the button nothing happens, tried holding shift and restart, it just restarts laptop not advance setting
