i can't access to SECURE MODE WITH NET and i can't neither acceso to MSCONFIG to disable the SECURE MODE

i did activate the SECURE MODE WITH NET using MSCONFIG as administrator in my personal computer but when the PC started, the NET was not able so i couldnt get acces with my account and i had to access using other user (not adminisotrator) but i CANT get access to MSCONFIG to disable the secure mode.
