I cant access the C drive and any file related to it like registry editor or any other file that resides in the C drive like Command prompt,powershell

For some reasons i changed the access permissions of the admin user for C drive and form any way i cant access any of the C drive files like Registry editor and when i try to change the permissions like i did before by opening the properties option and then to security and then advanced there i can't change any settings wherever i click it just stops responding, please guide will a factory reset help in this case?
