I cannot sign into the blue screen on my Microsoft when loading up my computer.

Redirecting was able to find someone who was having the same problem I am but at the end of the post they just said they fixed it and not how could anyone explain to me the steps I need to take to get past this. I have reset my password on the Microsoft website on my phone but that is not working on my computer.
