I cannot enable two finger scroll, there is no scroll and zoom section on devicesys, Kernel-PnP Event ID 411

I've done everything I can to try to enable two finger scroll on my laptop but nothing has worked. I've updated to all the latest drivers, uninstalled the device in device manager and reboot, nothing. In device manager I noticed that under HID, I am presented with I2C HID Device, This device cannot start. (code 10). On a breakdown of the events it says, Kernel-PnP Event ID 411. The touchpad does work, it's just multi touch gestures that I'm having trouble enabling.
