I cannot change my lockscreen wallpaper on windows 11

Hello, so this problem has been bothering me for 2 years. when i try to change the lockscreen wallpaper, i simply can't due to the 'settings being managed by my organization'. this was due to my laptop beinga a school laptop (not anymore). I have tried literally EVERYTHING to change the wallpaper, i tried to edit the group policies, the registry, to use commands (which partially worked for only one image) but now the wallpaper is just plain black.important : my account is an administrator on my pc, and i have deleted every account/ties to my previous organization and have updated my windows 11
