I cannot access my search bar, or windows settings.

I just noticed this the other day but my search bar in windows stopped working. Not thinking anything of it until today when I tried to go into my settings and I get this message; "There’s a problem with Settings. Refreshing your PC might help fix it." It wont let me open command prompt, run windows powershell, or anything of that sort. I have already tried restarting windows explorer. What do I do to fix this, Do I have to reset my pc?
