I can only interact with one window.

I've looked for answers everywhere, can't find them. Here's the problem I'm having :Randomly, during use of my pc, (usually happens while playing any form of game) whenever I alt+tab, I can't do anything, I can't open the start menu, interact with any other window other than the only one that works, etc etc. All I can do is alt tab back into the window that's functioning just fine. Though whenever I plug both my mouse keyboard out and in, it temporarily fixes the issue.Thank you in advance for your aid.
