I can not access regedit,; is there a way to sideload it onto a USB and run it from that?

I recently accessed my system registry via regedit attempting to change my main downloading drive. I changed the C:\ drives to D:\ drives and restarted my PC. When I rebooted the PC I was no longer able to access many functions and most programs from the C:\ drive. I thought to change it back but now I can not access regedit nor can I access the system restore options. The error says it can not access those drives. Clearly they can because I can still access other system interfaces. How do I go about getting back into regedit? Is there a way to sideload it onto a USB and run it from that?
