I am unable to create a recovery disk on windows 11, when I check the option of back up system files.

I am unable to create a recovery disk on windows 11, when I check the option of back up system files. I have tried all the usual methods- formatting the drive, repairing the drive, checking that reagentc /info is enabled, drive being >32 GB. Still unable to create a recovery media with the back up system option files checked
