i am trying to upgrade from windows 10 to windows 11, it says the updates are ready but waiting for review of license terms

I am trying to upgrade from windows 10 to windows 11. It says the upgrade is ready, but waiting on me to review the license terms. I click on the button to "review license terms? and get a small window that says "error encountered". I can only click on the CLOSE button on that window, not on the "accept and install" button.What do I do?
