I am trying to set up a password for installation of programs

I have set up two accounts, one with admin permissions and one without, I have put a password on the admin one and set local security polices to prompt for password on install (I think anyway) but no matter what I do it won't prompt for the password on the other account (the one without admin) Edit - would also like to say that I want to block all program installations not just ones that modify system files but not exes
