I am trying to open a PDF in an FTP system and it opens to exploere without any real page. What happened to the "open with" option in win 11? how do I

trying to open a PDF in FTP file exploere results in bringing up a nothing page in exploere. At least it could bring up the windows online version of adobe. But it just goes to the generic home page.
