I am trying to change my local Windows password and pin. I don't have a "forgot password" option anywhere. Help!

I have read many discussions and posts to solve this, but nothing works. I have the option to change my local password but not a "forgot password" option to reset it. I don't even have the option to change my PIN. It states "This option is currently unavailable"
