I am stuck in windows 11 OS Setup at the create pin for home screen.

I purchased a machine from NewEgg and I am trying to setup Window 11. I get to input my Microsoft account info email and password. Then it requires me to create a PIN. If I hit alt-tab I see the window, but it will not come in front of the image Microsoft has put in place. It will not bring it to the front were I can enter the PIN that is required.
