I am not receiving a verification code via text

I received my laptop back from repair today, and as it had a new mother board fitted in order for me to log in i am required to set up a new pin. I bet you can guess what i am going to say next! Yep, that’s it. I never received a verification code by text. I have checked my phone number in the account is correct and my phone settings allow text messages from unknown numbers etc. etc.! I have tried adding alternative recovery such as an email, but i need a verification code via text in order to do so. I have followed all steps on the microsoft help page and it just says, sorry we cannot help. T
