I am not allowed to physically connect a newly purchased Windows 11 machine to the Internet. How do I continue with setup?

We recently purchased three new HP Pavilion systems that came installed with Windows 11. When booting the systems for the first time, they ask some questions about region and keyboard setup, and then want to connect to the Internet to continue the setup. These systems absolutely cannot be connected to the Internet ever. They will be used by inmates at a California state correctional facility, and it is illegal for them to have Internet access. How can we proceed with the setup of these systems without connecting to the Internet?
