I am not able to make partition above 40GB due to unmovable files

I need to make a partition int my laptop , I had tried all tips mentioned in this community (poweroff hibernated files , No paging etc..) After this also my laptop is not allowing more than 40GB and giving some unmovable files are there , I checked the unmovable file that is \$Mft::$BITMAP . Please help me to make partition.
