I am getting Taskhost preventing me from shutting down Windows Register User Device

I cannot believe that I need to wipe my entire harddrive clean and start over because of this.I found a simple solution which was to go to Task Scheduler and follow the file path Microsoft>Windows>Device Directory Client > Register User Device and then just disable it.AND IT IS TELLING ME I DO NOT HAVE PERMISSION. WHY IS EVERY LITTLE THING AN ORDEAL??I cannot do all this rebooting and everything you ask.
