I accidentally removed administrator options and now can't do anything.

I attempted to clean up my computer as it had a lot of space taken up and I didn't know where it all came from. Upon deleting I needed "permission" and accidentally deleted my own permissions. I am facing a variety of issues. I tried to reset my computer as I couldn't access any files and my apps were deleted, that didn't work. I tried using cmd and typing in codes, I got only errors. I then got a black screen with a cursor when logging in. I tried to fix that problem, it didn't work. I tried "Uninstall latest updates", it said "we ran into a problem."
